EALA SESSION COMMENCES IN KIGALI

The 2nd Meeting of the 3rd Session of the 3rd Assembly commenced in Kigali, Rwanda this afternoon. 
 The Speaker of the Rwanda, Chamber of Deputies, Rt Hon Donatile Mukabalisa opened the session. In her remarks, Rt. Hon Mukabalisa lauded EALA for ensuring citizens of the region were fully brought on board on matters concerning integration through the principle of rotation.
 “Your meetings in Kigali have great significance. 
"We appreciate this spirit of rotating and having EALA meetings in all Partner States. This is vital as the people from these States recognize and understand more the importance of the regional integration. That gives you the motivation to work hard and closely to achieve the objectives of the Community”, Rt. Hon Mukabalisa said. 
 The Speaker noted that the region was already enjoying the tangible benefits of integration arising from the on-going implementation of the EAC pillars and lauded the region for consolidation of the same. 
 “We have to acknowledge the great importance of coming together, to interact and share experiences and expertise meant to foster social cohesion and unity, among the people of East African Region. This will be achieved because of the strong political will and strong commitment of our leaders” Speaker Mukabalisa said. 
 The Speaker of the Chamber of Deputies challenged Parliamentarians to work closely with the other stakeholders to strengthen integration. 
 “We also need a close collaboration with the private sector and civil society because this partnership is the foundation to strengthen our economic, social, cultural, industrial, technological, infrastructure, services and other ties for sustainable development” Rt. Hon Mukabalisa said. 
 On her part, the Speaker of EALA, Rt. Hon Margaret Nantongo Zziwa, called on the Parliaments to take integration a notch higher by debating on integration issues more vigourously. She appealed to the Chamber of Deputies to allocate more time on the floor of the House to enable explication of the EAC policies and also for Parliamentarians to debate on integration matters. 
 Rt. Hon Zziwa cited sensitization as a key plank in the EALA’s Strategic Plan and remarked that it was a priority for the Assembly at the moment. 
 “It is EALA’s intention to target key stakeholders including Parliamentarians and we as EALA shall be keen to deliberate comprehensively with Members of the Parliament here”, the Speaker added. Speaker Zziwa hailed the Parliament of Rwanda for its efforts taken in passing key legislation in the country. 
 “I am informed that within the one year period, the Parliament has expedited legislative process of various Bills. Since October 2013, when the Lower Chamber was sworn in, it has received 60 Bills of which 54 have been scrutinised and 41 of them, passed and published in the Official Gazette, representing 95 per cent of performance execution by the legislature,” the Speaker said. 
 “This has been a busy year but one that is by all means successful. The business you have executed is commendable. The passion with which you want Rwandans to understand how Parliament works, and what the lawmaker’s responsibilities are is admirable”, Rt. Hon Zziwa added.
 In her vote of thanks, Hon Dr. Kessy Nderakindo congratulated the people of Rwanda for their warmth and generosity. She remarked that integration was key to make the One People, One Destiny ethos, a reality.
 “ We need to get back to where we were before the colonialists created the artificial borders” Hon Dr. Nderakindo remarked. The Assembly shall during the two-week period, discuss several legislative matters. 
 The Sitting expects to debate on the following key areas: the EAC Co-operatives Bill, 2014 (2nd & 3rd Reading) receive and consider reports from various Committees of the Assembly. 
Such include the Report of the Committee on Regional Affairs and Conflict Resolution and the Report of the Committee on Legal Rules and Privileges. 
 Others are the Report of the Committee on Communications, Trade and Investment on the implementation of the Single Customs Territory on the Central Corridor. consider several Motions and Questions brought before the House.

South Sudan's SPLM warring factions ink CCM-brokered framework agreement to address conflict causes

Factions of the ruling party in South Sudan, the Sudan Peoples’ Liberation Movement (SPLM), on Monday 20th October, 2014 signed a framework agreement aimed at addressing root causes of the conflict that erupted in mid-December and plunged the country into violent crisis. 

The signing ceremony, held at the Ngurdoto Mountain Lodge in the outskirts of Arusha, was witnessed by the two principal rival leaders - President Salva Kiir Mayardiit, Chairman of SPLM in government and Mr. Riek Machar Teny, former vice president and leader of the SPLM-in-Opposition, as well as the SPLM faction of former detainee, who also participated in the talks. 

The Chairman of the Tanzania's  ruling party, Chama Cha Mapinduzi (CCM), President Jakaya Kikwete, CCM Secretary General Mr Abdulrahman Kinana, Tanzania Minister for Foreign and Internationa Relations Mr Bernad Membe, and Former Tanzania Vice President and Prime Minister Mr John Samwel Malecela, who chaired the talks, also witnessed the occasion. 

Delegates of the three rival groups of the South Sudanese ruling party met in Arusha from 12th to 18th of this month to try to come up with the framework of the intra-SPLM dialogue which is being facilitated by CCM. 

The framework agreement highlighted preamble, principles, objectives and agenda that will be discussed in the intra-party dialogue. It also included rules of engagement and role of CCM. However, it said the process is distinct from the peace talks which take place in Addis Ababa, Ethiopia. 

 "The parties recognize that the Arusha process is essentially an intra-SPLM dialogue and is separate and distinct from the IGAD mediated peace talks among South Sudanese stakeholders. 

"Yet the parties are fully aware that the two processes, although separate, are mutually interdependent and reinforcing,” partly reads a communiqué. 
The document recommits the parties to the principles of democracy, internal democracy especially on matters of decision making, elections, succession and peaceful transfer of power. It further calls for “unity of SPLM as a safeguard against fragmentation of the country along ethnic and regional fault lines.”

 “Initiate measures to stop the war, lead the government and the people of South Sudan towards peace, stability and prosperity,” it further urges. 
Both leaders expressed their commitment to the intra-party dialogue that would reunite the divided historical party. 

The document was signed by senior officials of the rival factions, namely Daniel Awet Akot, Peter Adwok Nyaba and Pagan Amum Okech, representing SPLM in government, SPLM-in-Opposition and SPLM former detainees, respectively. 

The agreement serves as a roadmap for further negotiations in trying to reunite the ruling party and end the war, with guiding principles and objectives for further discussions and possible resolutions The governance crisis within the SPLM gave birth to the 15 December violence which has unfortunately plunged the country into the current national crisis or civil war. 
The intra-party dialogue provides a supplement to the peace talks in Addis Ababa to try and address the root causes of this conflict within the ruling party. 
The framework agreement has also recognized the need to “revitalize, reorganize, strengthen and restore the SPLM to its vision, principles, political direction and core values. 

Analysts say the dialogue, could provide an avenue for progress on key issues, including deep divisions between South Sudanese party leaders, if respected.

SHIRIKA lisilo la kiserikali la Community Initiatives Promotion Trust Fund (CIP Trust), limetumia zaidi ya shilingi 16 milioni, kugharamia ujenzi wa vyumba viwili vya madarasa na ofisi moja ya walimu, katika shule ya msingi Kinyamwenda kata ya Itaja.

Hayo yamesemwa na mkurugenzi wa shirika la CIP Trust,Affesso Ogenga,wakati akitoa taarifa ya ujenzi huo kwenye hafla ya kukabidhi vyumba hivyo na ofisi ya walimu ambayo mgeni rasmi alikuwa mkuu wa wilaya ya Singida,Queen Mlozi.

Alisema fedha hizo zimetolewa na serikali ya Austria kupitia asasi ya Sister Cities Singida Salzurg (SCSS).

Ogenga alisema asasi yao iliombwa na uongozi wa shule ya msingi Kinyamwenda kusaaidia kukamilisha mradi huo ambao tayari wananchi waliisha changia nguvu kazi.

“Nitumie fursa hii kuipongeza asasi ya CIP Trust kwa msaada wao wa kuijengea shule ya msingi Kinyamwenda vyumba viwili vya madarsa na ofisi ya walimu.Hongereni sana kwa kuiunga mkono serikali katika juhudi zake za kuboresha sekta ya elimu”,alisema Mlozi.

Aidha,DC huyo aliangiza uongozi wa serikali ya kijiji kumaliza uhaba wa madawati 25 kabla ya januari mwakani.
Dc Mlozi aliendesha harambee kwa ajili ya kukamilisha ujenzi wa maabara ya sekondari ya kata ya Itaja na kufanikiwa kukusanya shilingi 450,000.Fedha hizo zilitumika kununulia mifuko 25 ya saruji.

WORKSHOP ON INTERNET SECURITY LAUNCHED AT COSTECH

On 20th October 2014, The Tanzanian Commission for Science and Technology (COSTECH) in collaboration with The Islamic Educational, Scientific and Cultural Organization (ISESCO), the Commission on Science and Technology for Sustainable Development in the South (COMSATS), the Inter Islamic Network on Information Technology (INIT) and the COMSATS Institute of Information Technology (CIIT), launched the internet security workshop. The five days international workshop themed “Internet Security: Enhancing Information Exchange Safeguards” intends to provide a forum to the young scientists/researchers, practitioners, academicians, system administrators, systems programmers and students from the developing countries to learn about the latest advancements in the field of internet security. The workshop has brought together participants from Uganda, Nigeria, Senegal, Kenya, Pakistan and Tanzania.

During the event, Professor Patrick Makungu, Permanent secretary Ministry of Communication Science and Technology said that as the information technology sector is growing, the threats to cyber security are increasing. “This is an important workshop since it focus on training of the trainers’ he added “Lack of technical know-how, lack of laws and legislations specific to cyber crime, coupled with inefficiency digital literacy among the public at large has made efforts to curb online piracy suffer setbacks.

Meanwhile, Mr. Muhammad Afiq-ur-Rehman the senior program officer of INIT said that data and applications on networks have to be secured to the optimum level.

“The use of computer has become a major element in government and business activities, tampering with these networks can have serious consequences for agencies firms and individuals,”he said.

Tajamul Hussain, COMSATS program advisor said that the workshop will allow IT professionals to collectively address relevant issues and challenges related to information and internet security. He added that COMSATS is committed to develop and strengthen linkages among the countries of the south for exchange of resources, technology and knowledge.

Dr Aicha Bammoun from ISESCO said that the training is expected to enhance sensitize on the problems of cyber crime, encourage the preparation and adoption of harmonised framework of cyber security and legal and regulatory environment as to reduce threats in cyber security.

On his part, Dr Hassan Mshinda, COSTECH Director General said that there is a great need of IT professional to be equipped skills on cyber security in Tanzania to ensure cyber security.

This is the fourth internet security workshop the first three events of this series were held in Syria (2011), Jordan (2012) and Tunisia (2013) respectively.

Tanzania is reported to have so far lost nearly 10 billion shilling (equivalent to USD $ 6 million) through cyber related fraud crimes, involving mostly card skimming and ATM thefts. But we are not resting. As of now, there are more than 300 cyber crime cases being investigated, some of which are about to be benched in courts of law, according to the records from the Ministry of Home Affairs.

UK Trade & Investment London/South East Trade Mission to Tanzania

14 UK companies cutting across various sectors e.g. Education and Training, Security, Consultancy, Healthcare amongst others are hoping to penetrate new trade opportunities within Tanzania by taking part in UKTI London and South East trade mission to Tanzania between October 22nd-24th 2014

This is the first, independent visit by UKTI London and South East to Tanzania and East Africa.

OFISI YA WAZIRI MKUU YAFANYA TATHMINI YA HALI YA CHAKULA NA LISHE MKOANI SIMIYU

Baadhi ya wanakijiji wa kijiji cha Kabita wilayani Busega, Simiyu wakifuatilia mkutano wa kijiji uliokuwa ukijadili hali ya Chakula na Lishe kijijini hapo wakati Ofisi ya Waziri Mkuu ilipofika kijijini hapo kufanya tathmini ya masuala hayo Oktoba, 2014.

Ofisi ya Waziri Mkuu kupitia Idara ya Uratibu wa maafa inafanya Tathmini ya Hali ya Chakula na Lishe Mkoani Simiyu katika Wilaya zake zote ambazo ni; Halmashauri za Wilaya za Bariadi, Itilima, Maswa ,Bariadi Meatu na Busega.

Akiongea mkoani Simiyu kiongozi wa Wataalam wa tathmini ambaye pia ni mratibu wa shughuli za maafa Ofisi ya Waziri Mkuu Bw. Edgar Senga alibainisha kuwa Ofisi ya Waziri Mkuu imefikia maamuzi hayo ya kufanya tathmini mkoani Simiyu baada ya mkoa huo kutuma maombi katika Ofisi hiyo kuwa wana upungufu wa chakula.

“ Ofisi ya mkoa ya Simiyu ilileta maombi kwa ofisi ya Waziri Mkuu kuwa wanaoupungufu wa chakula takribani tani 48,975, kwa kuwa Ofisi yetu ndio yenye dhamana ya kuratibu misaada ya chakula hivyo haikuwanabudi kufanya tathmini ya haraka ili kubaini hali ya chakula ya mkoa huu ili kuweza kuamua namna ya kushughulikia maombi yao ya msaada wa chakula” alisema Senga.


GERMANY CONTRIBUTES 20 MILLION EUROS TO EAC TO SUPPORT IMMUNISATION PROGRAMME IN COLLABORATION WITH GAVI

The Federal Republic of Germany through her country director of KfW, German Development Bank, Mr. Wolfgang Solzbacher signed a financing agreement of 20 million Euros with the East African Community (EAC) in support of an immunisation programme in the region that will be implemented in collaboration with the GAVI Alliance.

Speaking during the signing ceremony Amb. Dr. Richard Sezibera, Secretary General of the EAC and Member of the GAVI Board, expressed his appreciation to the Federal Republic of Germany for its support in saving lives. This is a very important and critical programme, and I am sure with such commitment, it will grow, added Secretary General.

Ambassador Sezibera reiterated that the partnership and collaboration between the EAC and the Federal Republic Of Germany go back a long way and include among many others the support to construct the new headquarters of EAC.

The EAC Chief disclosed that the collaboration between the Federal Republic of Germany and EAC has evolved, and involved support to various domains but one notable support relates to child and maternal health especially in the area of vaccines.

In his remarks Mr. Wolfgang Solzbacher said that the new commitments underline that Germany continues to be a strong partner for the EAC, contributing to an integration process that puts the people in the centre.

Earlier before the signing of financing agreement, the new Ambassador of the Federal Republic of Germany to the United Republic of Tanzania his Excellency Egon Kochanke, presented his credentials to the Secretary General Amb Dr Richard Sezibera as a representative to the East African Community.

Since as early as 1998, Germany development cooperation, on behalf of the German Federal Ministry for Economic Cooperation (BMZ), contributes to the capacity development of the Secretariat of the EAC through a variety of programmes and projects.

Germany’s funding for Technical and Financial Cooperation with EAC amounts to about a total of 125.9 million Euros. Germany also provides substantial support for the health sector in selected EAC member states.

The GAVI Alliance is a public-private global health partnership committed to saving children’s lives and protecting people’s health by increasing access to immunization in poor countries.

 Mahakama ya Hakimu Mkazi Kisutu, jijini Dar es Salaam, imeagiza Mbunge wa Jimbo la Kawe,  Mhe Halima Mdee (35) na wenzake wawili kufika mahakamani ili iweze kuanza kusikiliza kesi inayowakabili ya kupinga amri halali ya Jeshi la Polisi na kukusanyika isivyo halali kwa lengo la kwenda Ikulu. 
 Amri hiyo ilitolewa jana na Hakimu Mkazi Janeth Kaluyenda baada ya upande wa Jamhuri kudai kuwa mshtakiwa wa kwanza Mdee, wa tatu, Renina Leafyagila na wa sita Sophia Fanuel kutoa kushindwa kufika mahakamani. 
 Wakili wa Serikali Mohamed Salum alidia kuwa upande wa Jamhuri uko tayari kuendelea kusikiliza maelezo ya awali na kwamba hauna taarifa za washtakiwa hao. Wakili wa utetezi, Peter Kibatala alidai kuwa wadhamini wa washtakiwa wana taarifa za washtakiwa. 
Mdhamini wa Mdee alidai kuwa alikuwa kwenye ziara za kichama kanda ya ziwa na kwamba alipanga kurejea jijini jana lakini ilishindikana baada ya ndege kuahirisha safari jana (juzi). Mdhamini wa mshtakiwa wa tatu, alidai kuwa mshtakiwa huyo amefiwa na baba yake mzazi na kwamba leo (jana) walikuwa wanafanya maziko. 
 Halikadhalika mdhamini wa mshtakiwa wa sita, alidai kuwa mshtakiwa yuko kwenye msafara wa ziara ya chama na Mdee na kwamba walikosa usafiri wa ndege kurejea jijini Dar es Salaam. 
 Upande wa Jamhuri ulidai kuwa sababu ya mshtakiwa wa tatu ni ya msingi kwa sababu kufa hakuna taarifa. 
 “Mheshimiwa hakimu sababu ya mshtakiwa wa kwanza na wa sita hazina msingi na kwamba mahakama isipokemea itakuwa changamoto ya kuruhusu kila mtu kufanya anavyotaka na kuchelewesha usikilizwaji wa kesi… suala la kufika mahakamani washtakiwa kusikiliza kesi yao ni la msingi na kwamba ziara za kichama hazina uhusiano na mahakama hii “alidai Salum.
 Mhe. Hakimu Kaluyenda alisema wadhamini wahakikishe washtakiwa wanazingatia umuhimu wa kuhudhuria mahakamani na kwamba siku mbili kabla ya kesi wanatakiwa kufanya mawasiliano nao ili kuzuia ucheleweshaji wa kusikilizwa kesi yao. 
 Alisema washtakiwa wanatakiwa kuwepo mahakamani kila kesi yao inapopangwa na alipanga kusikiliza maelezo ya awali Novemba 5, mwaka huu. Mbali na Mdee, Leafyagila,Fanuel,wengine walioachiwa huru ni Rose Moshi, Anna Linjewile, Mwanne Kassim, Edward Julius, Martha Mtiko na Beatus Mmari. Oktoba 7, mwaka huu, Mdee na washtakiwa wenzake, walishindwa kutimiza masharti ya dhamana, baada ya nyaraka za wadhamini kushindwa kukamilika kufanyiwa uhakiki na hivyo kulazimika kulala mahabusu siku moja. 
Katika kesi ya msingi, ilidaiwa kuwa Oktoba 4, mwaka huu, katika Mtaa wa Ufipa, uliopo Kinondoni, jijini Dar es Salaam, isivyo halali, washtakiwa walikiuka amri halali ya Mrakibu wa Polisi (SP), Emmanuel Tillf, iliyowataka kutawanyika. 
 Ilidaiwa kuwa siku na mahali pa tukio la kwanza, washtakiwa walifanya mkusanyiko isivyo halali kwa lengo la kuandamana kwenda Ofisi ya Rais wa Jamhuri ya Muungano wa Tanzania. Washtakiwa wote walikana mashitaka hayo.
